Finger technique doesn't really make sense super slow so I'd recommend wherever you are most comfortable in the 150-180 range. Alternate practice days between an endurance focus and speed focus, but definitely prioritize endurance especially at first. The most important thing is relaxed and clean execution.

Work on your single stroke roll. Once your technique is good on that to the point where you have some serious speed without being tense, then move it to the kit and try using that in a blast beat. I would work for a few weeks just on single strokes. Work on a pad for 30 min day for a week or two and you'll notice a major difference
