The Argonians and Dunmer are both extremely likely to stay neutral during a Second Great War, but I doubt the Bretons will stay neutral. Regardless of the ourcome of the Skyrim Civil War, High Rock will continue to have pretty strong connections with Cyrodiil, and a Second Great War will definitely encompass Cyrodiil.
