The prepared silver chloride is readily available from people like M&P, cream of tartar comes from a supermarket or a grocer. The wax is black sealing wax. Does it really need rewaxing?

Yes I meant UV light. I never had much luck using one. I just spent $80 on a supposedly good UV light, in large part to try on my clocks. But still no dice. Many dials have had home made numeral strengthening attempts. Some are unsightly. But if you know a good dial painter, sometimes you can buy good clocks with ugly dials at low prices.
