I agree with the guy above. I think what you've made looks cool, but doesn't really capture that 90s anime feel. I'd say what you've made still feels like it's been digitally made, where 90s anime was still predominantly hand drawn. I think if you could do the following it would help: add more outlines to your objects

It is possible to do that using a combination of blender for 3d and tools like photoshop and gimp, or even the blender compositor to make the color effect happen. I actually think the outlines on the character being a richer black than the dark colours in the background make it look more like a legitimate anime screenshot from the 80s/90s. I had a look at some old Sailor Moon, DBZ screenshots and that's generally how it looked.
