Members of the Navy would drop an item like a badge, that you could then turn in to the Pirate Lord for reputation and commendations. You would also turn in stolen loot to the Pirate Lord for a nominal fee. If you try to undercut the Pirate Lord by selling stolen loot to the normal factions, you will lose Thieve's Guild reputation.

KaiJoi on YouTube has the best breakdown of what to do and why you do it. Phuzzybond is entertaining and his fortress plays are useful. If you'd like to practice in a PvE scenario, the OOS ghost fleet is pretty good for target practice and ship positioning. At the end of the day though the best way to get better at PvP is to engage in PvP.

The Reapers Bones PvP is a fair bit harder than World Events. But it will make you a better pirate and make you more used to the PvP once you are a Pirate Legend. For PvP you must find ships, there are a few ways to do so. First is to sail around and watch the horizon, this can work but it can take a long time.

This is the core concept of the game. The other PVE moments are the Forts and the Krakens. PVP is only here for other player inaction, which is about 10% of the game. So while you may deem this as a PVP, this is a PVE with a minor emphasis on PVP. That means that it is a distraction to completing the main objectives.
