EDIT: Also, speaking more broadly to address OP's post I think it's important to note that eagles are supposed to be weaker than scouts, because they're so much cheaper food-wise. In Feudal, food is the most critical resource as you want to get to Castle, and producing eagles slows your Castle time a lot less than producing lots of scouts, even

Are Eagles OP in feudal age? Let's take a look: they counter everything cost-effectively except scouts and m@m. A scout win with 5 hp left vs an eagle but costs more (80 res vs 70 res). Accordingly scouts are far from being a viable counter to eagles, and the meso player can add a few pikes to completly annihilate them.

In team games eagle play is pretty weak. In feudal eagle scout is weaker than the normal scout and normal archer scout play will counter eagles easily. Or if pocket player tries to go fc eagle other player will die to normal scout archer play. Also in castle age eagle play can easily countered with knight archer play.

Honestly, the feudal eagle meta is already pretty dang meh, so I highly doubt it would be an issue there. Their production speed is just too slow. Knights are still a soft counter to eagles, eagles only have 3 bonus damage and 1/2 the hp. Eagles cant disemgage well either since they're slower by .15 movespeed. And as far as creating feudal eagles to counter the upgrade time they take a full minute to make and 50g so you wont get more than 4 out even with 2x rax

I've gotten wrekt by a feudal eagle push once or twice, but it never seems as strong as the other feudal options. Scouts, men at arms or archers can all do the trick against the eagles, 2/3 do cost gold, an important thing you've pointed out. A good counter tower or two may be needed. The inca's are tough on open maps in general!
