On Android Studio Flamingo | 2022.2.1, you can select Empty Views Activity when creating a new project as shown below. And you can still choose the Java or Kotlin language as usual. Agree with this answer, the empty activity and empty views activity is different.

But I just renamed the folder (c:\Program Files\Android\Android Studio to c:\Program Files\Android\Android Studio.bak) and installed the new version to c:\Program Files\Android\Android Studio\ and all my settings and my AVDs were still present. I still don't know why there was no direct update possible but never mind, live and software goes on.
