One thing you could try is setting your alarm for fajr at multiple of 90 minutes after you go to sleep, so for ex. 4.5 or 6 hours after your bedtime. You said you have difficulty when you go back to sleep, but try the same thing for sleeping after fajr and set your morning alarm to get either 3 or 4.5 hours of sleep after.
