No one regardless of qualification should be allowed to ride sport litre bikes on open roads, they are unnecessary overpowered and if it's for fun a below 800 cc inline 4 will do even better. Bikes like panigale v4, R1 , s1000rr and such should be relegated to only track use. I have never seen a litre bike owner NOT speeding.
