Apart from using the language I hope that giving players an additional reason to try and understand what's being said will make a difference. In an app like Duolingo, there are sentences you learn, "The dog is brown", but in Lingotopia they're tied to the city and its inhabitants. so there'll be little love stories and trivia about the city's history.
