It is possibly a rogue body in a system. Raxxla does not appear to be inside the bubble due to the amount of scanning that has been done inside the bubble. It had to be reachable to the old hyperdrive systems. It was "lost" by certain organizations. Could be located with a stock Cobra MK III. (Not confirmed)

It is pure chance that when combined in your chosen cipher that they came up with an English word: Hexedit. This is just as unlikely as an English word encrypting a system name and getting Raxxla, or a word encrypting Raxxla and getting a system name.
