Even if you take Ash's storehouse of memories and plant them into Voq, that doesn't give Voq human instincts, and the ability to engage spontaneously as a human in a totally convincing way. My gut feeling about Ash is that he is not an altered Klingon, but a human who has been brainwashed into acting as a sleeper agent.

Yes, Tyler's body as it was born doesn't exist anymore. His consciousness and DNA was put into Voq, whose body was modified to look like Tyler's (all the bone crushing stuff).
