IJN torps are objectively bad and these are no exception, Agano as a cruiser is pretty lackluster considering the poor firepower, the torps are slow and easy to see so you get like 9 10s to dodge them. Because the entire line has torpedo not as a supplementary weapon but as a primary method of damage.
