When the time phrase in the statement excludes the present moment (e.g. three years ago or even this morning if it is now the afternoon) the present perfect cannot be used. I went to the UK three years ago. I am eating tuna for lunch; I ate eggs for breakfast this morning. I saw him a minute ago.
