yes i am having the same issue for scrolling in my main account . i didnt fix it but i found a way to to change the short without scrolling : just click in the "shorts' tab in the left and the shorts will be refreshed with a new one. been having this problem for months. im also on a very old youtube account.

If you pause the short, the scroll bar will come up (most of the time at least). Let me know if that works. It's back 2 weeks later. That is gone again. Up until today, I had been able to scroll through shorts with a scroll bar at the bottom. Now it's gone.
