I suggest a really puffy petticoat for that skirt. For the bodice I'd say find a dress pattern that is similar. It doesn't look like it's boned since madoka is so thin. Also when looking for a pattern I'd keep in mind that the madoka's dress has a dropped waist and sleeves.
