Launching a game with limited content would not be a bad idea, particularly if it all works flawlessly, rather than a ton of content with many bugs.

Here's what you gotta do: Launch AC and go through the steering wheel setup, don't click a preset, just go through the different steps. Use the full 900 degrees of rotation (or whatever your wheel maxes out at), and complete the setup. Then save and quit out of AC. Download the Content Manager from this link.
