I think 4 technically happens before all the others but I'm not sure. So from what I understand there are some connections between most games though they work pretty much as standalone stories, and in a timeline the chronological order is 4-2-1-3-5.

Also, the creators wanted to signify how this new game project was totally brand new and different from other games in their catalogue, literally made from "Zero". Project Zero i assume was the EU localizers just trying to remain faithful to the original title, but regardless, Fatal Frame is the better name of the three.
