Right now the east side of Baltimore is pretty bad as the Black Gorilla Family work out their beef. Park Heights is also a relatively dangerous area. Areas along Greenmount Ave (especially Greenmount and 25th) are also dangerous. Other areas such along Pulaski Hwy, Hollins Ferry Rd, and Patapsco Ave are areas to avoid.

Most of the areas I named are highly populated, with lots of activity and life. If you find many boarded up houses or lots of run-down stuff, you're probably not where you want to be. In most of the city you are perfectly safe during the day, and many of the areas are fine at all times if you exercise normal city-level common sense precautions.
