No. I would say that, to get a viable deck, you would have to get pretty lucky and get a reasonable number of the energies you want. Remember that each booster box only contains 36 random energies. Furthermore, it is difficult to get enough variety in the pokemon of the type(s) that you want, especially powerful ones.

There are a lot of products you could mix and match to try making a deck if you don't want to buy singles. Some that come to mind would be Pokemon Battle Academy or any of the individual pre-made decks, Build and Battle boxes (for the evolutionary lines), ETBs (for energy, dice, coins, and tokens), Trainer Kits (to make sure you have plenty of trainers), etc.
