Idk, it's too soon to be declaring specifics. The only thing I think we can say for sure is that several managers were deliberately looking the other way on ArriveCan, and that given the CEO was a DND employee since 1990 and their company has received north $400 million in contracts, this rot probably stretches well beyond this admin.
