Here's what I do, I grab three different samples, they can be single one hit, one shot type samples or they can be loops and then I drag them in and I build my bass line in audio. Now you might choose to have more samples, you might choose just to have a couple. I do recommend having a couple though because that's where the contrast comes

To maintain a good balance in the groove, you should make sure the synths you use stay within the same tempo range. Melodic Techno is the genre of techno where you hear the melody in the bass.

A lot of hard/industrial techno tracks have this ducking type effect going on. An example that comes to mind is Spiritual Warfare by Niko Gallo. The kick transient in that track ducks the rumble bass so long that it sounds like the bass does a windup towards the transient instead of following behind.
