This is how AI spreads its fleets. About 11 strike groups spread around the map. AI does fail at spotting and the destroyers that I make them do are often sunk early leaving strike forces without eyes but they do come out to play eventually. They often are short of destroyers. You can basicly surface raid their convoys with just destroyer groups.
