I just exported a video hours before the issue came up. When I export the video, it will load an ETA window, freeze after a few seconds, black screens completely, (ctrl + alt + del nor alt + tab works.) then closes the application. Other times, it will just black screen forever, requiring a restart

Maybe this will help someone, as I just ran into this issue as well. I needed to save the project file to a new location. It was saved in a folder on an external hard-drive, and I re-located the project file to my desktop.

The first thing to figure out where your cache and cache database files are stored from your Preferences panel. Close Premiere, go to those in Finder or Explorer and delete everything in the folders. Reboot the launch Premiere and see if you still have that issue. Then, "cut" that clip from the project, save and close.

I'm having the same issue today. Project stops at same time code whether there's media there or a black hole. I tried exporting in chunks, but oddly the rest of the project won't move (you can't drag it and it will only go the same spot when copied).

Add the clip as is (50/60 fps) to the timeline and let PPro conform it to the sequence settings (not the best choice, IMHO). The export will not play back in slow motion. 3c. I've run into an issue when rendering my timeline. Once I render from in/out points, the footage gets pretty rough, with the most noticible changes being in the sharpness of the trees. If I make any change to the footage (causing it to lose its render), the footage immedately returns to its sharper state. This only happens when I render or export.

When exporting, before we have the video file, premiere makes two individual files, one audio and another one with video only. From those two files, it compiles the final video, and then deletes the video and audio files, witch are temporary files, meaning that if your estimated file size is lets say 5gb, you'd need at least 10 gb of free space.
