I use to play Viktor, I really wanted to make him work, but in a meta where mobility is key, you can't really do much with him until you have 2-3 items and an augmented E.
Edit: Tried him out again, he isn't THAT bad, but isn't very good either, unless you have your mythic you're basically useless for the entire game

He's a squishy inmobile mage with nothing more than a small shield and a stun that takes 2 seconds to apply in a meta full of assasins ans skirmishers, his e, which is his main source of damage, can be really hard to hit and his ult can feel akward to use for newer players
Seriously if they reduce the w slow but make it ground it would be a lot better

Viktor is my 2nd highest mastery champion, I pretty much mained him to climb ranked a couple seasons. I think taking away hex core was both a mechanical and thematic mistake, made him a less unique and interesting champion and also actually weaker. Very sad to see how he's been handled by riot.

This video might as well be called “why no one plays mages in season 11”. Viktor is pretty much a case study in every issue mages have right now (weak waveclear early without running completely oom, over-reliance on item power spikes to be useful, and lack of self-peel when every champ on the rift has 3+ dashes), though he has it worse than most since his upgrades mean his base abilities are utter garbage unless he gets some lucky assists early.
