As Pagėgiai is so small, there is not much to do here, but it's worth stopping at the Rambynas Regional Park if travelling in the area.
Also it is an interesting experience to go have a look at Tilžė / Tilsit / Sovetsk from the riverside and the old bridge connecting the countries.

My parents have stayed in the "Senasis Rambynas" tavern/villa once and highly recommend it as an authentic Prussian experience, as much as it can possibly be under the circumstances (buildings saved from many decades of abandonment and completely refurbished). To be fair, I'm not sure what the name of the place was, but from the research I just did, it looks like the only choice they would've had next to Rambynas hill that matches their description.
