It was stated during the hearing that the House Oversight committee was denied access to the Sensitive compartmentalized information facility (SCIF) - effectively blocking their access to the bulk of what Grusch can testify to. Who/What entity controls access to the SCIF that Congress typically uses? If it's DoD, I would say that is a huge conflict of interest given the circumstances.
