Its my understanding that a lot of the time they tarted up existing trackways. Prehistoric peoples travelled all over the place. Eg. In the Neolithic greenstone axes roughed out on top of a steep fell in what is now Cumbria. These were traded all over the place.
Even the blue stones ftom Presseli were moved to Stonehenge during the Neolithic. Part of this had to be overland. They knew where they were going.
The Romans, like other colonisers after them were just after taking as much from the country as they could carry.
