Something I really love about "water level" music is the underlying synths - or otherwise strings or similar instruments - that give you the feeling of "I'm underwater, so I can't hear as well". Put perfectly, it's "drowned-out" - echo-y, almost distant. It reminds me of being in an aquarium!

Aquatic Ambiance is one of my favorite songs. I had a pretty scary medical emergency last month and I played it while I waited for the paramedics so I could calm down (and if somehow I didn't make it at least I got to hear something beautiful.) It's cool to actually see the structure of the song after encountering it so many times and after such an experience. It's amazing what music can actually do in our lives

I think that above all else, water theme music has to be consistently itself. All of the examples are so different, but they all have a confidence to say ā€œthis is what water sounds likeā€. It can be grand like an ocean, playful like a brook, or solemnly still like a lake, but it HAS to be committed to its iteration of what water is.

You mentioned the blue denube waltz, but forgot to mention the probably biggest inspiration for water levels.

The watery sound comes from the famous "aquarium" by saint saens' "carnival of the animals". You can hear the exact same melody, I think it's even in the same key, although not a waltz.

Carnival of the animals in general is probably the most influential work for video game music as a whole. It's the first to establish flutes for birds (i.e. wind levels), tubas and trombones for the elephant (i.e. earth levels) and many more tropes that you find all over media. Listen to it, the harmony is very similar to the mario water theme.

The fact that Hoyomix used water instruments for Fontaine, the water nation, is outstanding. Got a little bit disappointed when they didn't use FIRE INSTRUMENTS for Natlan, though. Come on Mihoyo, you guys have some cannons right?

This is going to be one of those ACKSHYUALLY comments, but one cool thing about Surf Rock is that it's not just watery because Hawaii and California but also because of something the guitarists in the genre called 'drip' which is the kind of heavy reverb that gets you the 'wet' sound. One characteristic that always sticks out to me as particularly watery about the sound is when a muted string is hit with the pick. This sounds a lot like a water droplet hitting a hard surface because of the reverb.
Turns out water actually just sounds like surface tension. It's basically nature's reverb (if you ignore echo). Recommendation in that direction: Look up water drumming on youtube. It's awesome.
