Funny thing is that frollo wouldn't hang with most of these villains. Ursula, jafar, facilier, and mother gothel are all magic users and that's what he condemns. He probably would think scar is demon possessed because he's a lion that can talk. He probably condemn that. So the only one he'll tolerate is gaston
