The Shambler from Quake is based on the "dimensional shambler" creature from Lovecraftian lore. It does not have fur. Or any hair at all actually. It's skin is so pale that it looks white (because it's from a realm without light), and it's muscular as hell. Imagine a Doom 3 Hell Knight, but with white skin.
Due to the low polygon models in Quake, the Shambler looks like it might have fur, but it doesn't. It's just a super muscular monster with white skin.

To answer the question in the thumbnail, no, the Shambler does not have fur, and there of course was never any doubt regarding the matter.
