I think it refers as murder calling someone empty headed or fool, coz there is a element of subconscious programming here, we are always programmed by people in our life, family and community. if people are made to believe they are fool, they might not be able to bear good fruit or live up to their highest potential, which is like restricting a person of living a meaningful life, thus it is like murder. Commonly we see how positive suggestion influence people to become highly productive and achieve and express high level of talent, which is beneficial for individual, community, nation and the world as it has a corelative effect on development of human condition, economy, health services and overall capability of human civilization to tackle challenges and improve quality of human condition for the world, thus can be attributed to action towards Gods kingdom. Sadly many people is church or create a public perception of Churchi or spiritual often use negative programming to others, they are easily noticeable as another common attribute of them is also they try to stabilize a belief that somehow they are above fairness or legal requirement of not being accustomed to fraud and harmful to others. I like to add regarding this I am not saying this to accuse others, as it is a common tactic they use against people who speak out against people in Church mind program others in harmful intent or others malicious intend. so when the choice is to either keep wrong doing secret or doing a duty as human to humanity, so going forward nobody fall victim of unsuspected nefarious intent of individual in a organization, its far out way the benefit for humanity and creation as to acknowledge factual reality. on the other hand when Jesus or apostille address people fool or foolish it is to wake them up to their double standing beliefs, blind eye to their action and create self realization, which are beneficial in a large scale to humanity thus the world and creation.
