Mark, here's a pretty easy fix to not being able to teleport using your Quest 3:
Just open Controller Bindings from the steam vr menu, and re-map one of the buttons to Index_Left_Thumbstick_Up. If you did it right, it should make it so that when you hold down the button you chose, you'll be able to teleport.
