Alcohol does nothing to mitigate the heat, if anything it accentuates it. I once left two raw jalapenos in a liter of vodka for a few weeks, and it became so spicy it was undrinkable - and I love spicy food. Eventually I got the idea of using it in Bloody Mary's, and it actually worked quite well. It was the only way to make the vodka drinkable, let alone palatable.
