I only just realized this yesterday, but apparently phase shift is not supposed to launch like I do. It turns out some servers on Northstar have their own mods installed, one of those being a mod called "Phase Boost". It replaces the phase shift ability with a boost ability that launches you pretty fast. Since I'm fairly new to Titanfall 2, I genuinely had no idea Phase Shift pilots weren't supposed to do that lol.
