I think it's a mechanic's issue. It's to expensive to dump a gun when you should. Lowering the price of licenses, civ firearms, and ammo might alleviate this.

Quota gets met by the stacking charges , not sure if they have to actually stick in order for the PD to get paid out. If the officers can't see how unfair and un-ethical they are being then they are a lost cause due to the $$ in their eyes and how it will cause crims to respond.

It does not matter if the gun was linked to 12 more crime scenes. They still need to prove without reasonable doubt that you were involved.
Without proof or evidence, the District Attorney may not even be able to file charges. And just saying gun is linked to some crime, is not proof or evidence.

I mean the whole 'ballistics' linking that exact gun to multiple shootings going weeks back is a little broken, I understand why its a thing though, probably should be a way for crims to combat it outside of just throwing the gun away.
