Note the point of difference between spanking and beating a child is the loss of emotional control by the parent. When you are not in control of your emotions you can not be in the right mindset to discipline your children. Spanking out of anger or lust for power or control is abuse. Spanking is supposed to be a tool to teach children about consequences. Pain can be used to teach. Hurt can only destroy. Parents need to carefully consider their options when finding the best way of disciplining their children and monitor their emotions so that their judgement is not impaired.

I raised my high-functioning autistic daughter with corporal punishment but I had a system that was tested and determined faultless by the local child protection agency. They did say that my system was very complicated, though. A behavior becomes a spanking offense takes about a year and a half of other techniques first.
First: For six months, it would be a teaching time to explain what she did and what she should do or say instead and why. I called this the teaching period.
Second: For the next six months, I would still explain to her what she did and have her repeat it. Then I would ask if she had any questions. After I confirmed that she understood everything and reiterated replacement language or behavior, I would then put her in a time out with one minute per year.
Third: For the next six months after that, I would still explain to her what she did and have her repeat it. Then I would ask if she had any questions. Last: When all those methods did not mitigate the behavior, then it became a spanking offense. Never in anger. In fact, if I was angry, we would have a cool down period. Then, again, I would still explain to her what she did and have her repeat it. Then I would ask if she had any questions. After I confirmed that she understood everything and reiterated replacement language or behavior, she would get one spank per every two years of chronological age. I followed the guidelines of the American Pediatric Association where they said that spanking should be open handed and non-injurious. You do need to make sure that you spank below the plumber's butt crack, though. Above that is not discipline, it is down right abuse. Then I gave her 5 to 10 minutes to calm down.
Do know that there were only three things that became a spanking offense: knowingly lying, disobeying with intent, and outright disrespect. I never administered spanking on misunderstandings or honest mistakes. Also, this was always administered privately and at home. Additionally, I never raised my voice. It was always a matter-of-fact conversation.
New Jersey Department of Youth and Family Services found no fault with my process.
