The number name billion means in international usage the number 1000 milliards or 1,000,000,000,000 = 10(12), i.e. in the decimal system for a one followed by 12 zeros. 1000 billions is a one billiard and 1000 billiards is one trillion.
The history: according to the French in the 19th century, Americans mistakenly summarized that a billiard is an actuall milliard, which the French corrected later, but Americans would not conform and stuck with a wrong number billion... the error was passed on and in 1978 under American pressure the British Parliament decided that the British will follow the American mistaken model. So it was a political decision for the internal USA-UK comaptiblity and not a linguistic one...
So if we use English as the "universal language" on the universal media as is the internet, we must also use international usage in English: So a billion is 1000 milliards. "Natives" should use their exsotic units: faranheids, billions, ounces... but only for their local public, when you go "global" use the metric system, Celsius and the correct math as it is use among 96% of the world population. Don't trash the internet with the wrong math, there is allready too much confusion...
