Bisaya is not a dialect. It is a language spoken from multiple provinces in Visayas and Mindanao.

It's been an ongoing movement of some kind to educate the difference between languages and dialects. It can be quite confusing at times but a language is a unique and specific method of communication belonging to a country/community while a dialect is sub category of a language specific to a region. For example, there are various versions of English such as Filipino English, American English, British English, Australian English, and so on. There may be differences here and there when it comes to slang or certain words but all English speakers will generally understand each other. But if two people cannot understand each other with whatever method of communication they have then that is a language. It's not an iron clad rule but It's a safe assumption to distinguish which is which.

Those polyglots learn the languages to a certain speakable level usually it's A2, B1 just to cover some basic conversational needs but think of this: a child with no language knowledge, fully immersed, usually learns the spoken and written parts of a language in not less than 10 years, that's about the real amount of time needed to master a language

Correct me po if I am wrong. Pero, ang alam ko po lenggwahe po ang tamang term kapag pinag-uusapan ang iba't ibang wika sa Pilipinas. Halimbawa: Ilocano, Tagalog, Waray, Bisaya atbp. Lenggwahe itong maituturing dahil hindi maaaring gamitin ang alinman sa nabanggit para magkaunawaan ang dalawang tao. Halimbawa, hindi magkakaunawaan ang taong nagsasalita ng Ilocano at taong nagsasalita ng Tagalog dahil parehong distinct ang kanilang mga salita (bagamat maaaring may mga common words). Ang dialect naman ay tumutukoy sa isang lenggwahe na may iba't ibang bersyon. Halimbawa: Tagalog ng mga Caviteño at Tagalog ng mga Batañgueno. May mga pagkakaiba sa ibang salita pero, magkakaunawaan pa rin ang dalawang tao. Isa pang halimbawa ay Bisaya ng Cebuano at Bisaya ng Davaeño, maaaring may ibang mga termino pero, magkakaunawaan pa rin sila.
