I can explain how cast speed reduces duration of Havoc form. My source is a conversation I had with Tragic on the steam forums about 2 months ago. Basically havoc form isn't actually duration based, it has a hidden energy bar. The skills duration tells you how long it takes for the energy to tick down if you perform no actions. Increasing skill duration will increase this energy pool. teleporting, shielding, and attacking in Havoc form all have different energy costs, and these were all reduced across the board in the latest patch, so Archon form will last longer.
Increased cast speed makes lightning tick faster, which also causes it to reduce energy faster. This was the cause of the old glitch from the launch patch where Havoc form was causing absurd amounts of damage in the span of 1s, when you had 98% increased cast speed. Because you were doing the skills entire damage in that 1s. But now the skill scales with cast speed the way it was actually intended. So a 100% cast speed means you hit twice as often.
In other words, cast speed increases your DPS in Havoc form, but your overall damage dealt is based on your skill duration.

About casting speed reducing the duration of havoc form, it's because havoc forms duration depends on the amount of actions you do during it (the more you dash or attack the less it will last) and because of casting speed you technically attack more often so the duration is reduced more quickly

EDIT MAY 9th: the nerfs changed virtually nothing guys(in terms of time to kill), the build is the same except you don't run footwork anymore, Venom takes 4 seconds longer to kill, now actually reaching 30 seconds instead of 26. You will probably have to blink though to avoid at least one or two attacks, but that's not gonna reduce your time to kill at all. I know how havoc form works in regards to reducing duration when the ability is actively used, what I do NOT know, is exactly how much time is reduced when it is actively used, and what calculation we could use relation to the total duration vs the cast speed bonus, to determine what the "true" duration is. EDIT: I forgot to mention we obviously use Confidence Booster to help with stagger problems. Havoc Form has a bug right now where if you get staggered with no tolerance, it can functionally cancel the skill when it very much should not. It's already great for us bc it gives us DR when we have virtually none, but it also helps us avoid that bug.
