Honestly Joshua is the proof of both arguments:
Batman believes that killing is never justified, even when the most evil person ever is the one being targeted, because there is always a chance at redemption, Joshua being proof of this idea.
Meanwhile, Joshua believes that some people are beyond redemption and/or that redemption does not matter as that person may commit so many evils that they cannot be redeemed even when it is genuine.
Joshua is also proof of this, while Joshua may be genuine in his desire to achieve redemption, by his own ideas he too should be killed because his actions of being Caesars legate are too great, and too many people have died and suffered by his hand for his redemption to mean anything.
I think overall Batman has the strongest argument, however I think joshua is correct in that sparing everyone is a luxury exclusive to a more stable world and the world of fallout simply has no place for Batman and his ideology.
Long comment but this is just my opinion.

It’s weird that Batman’s own writers rarely bring up what would be his best argument for not killing. Batman is a lone agent authorized by no one, literally no checks and balances. If he killed based on his definition of right and wrong, he is in a way saying might makes right. I believe Batman is right to turn his criminals into the state, but I also believe all consequences of them not giving the death penalty to people like the joker is on them.
