Subway system, with a chill atmosphere that dynamically links all the major parts of the map together as a form of fast-travel.
You can grind on the support rails outside of the train and use the train's exterior for more speed by hopping on top of it, with obstructions like concrete pillars and cables coming at you at a comfortable pace, but you can also hop inside the train and chill out.
Occasional quest-givers onboard the subway train could include stopping muggers/pickpocket NPCs for rep, as well as helping lost kids find their parents.
