Tough decisions are not criminal acts. I honestly don’t think this is as complicated as they are making it. If the campaign pays for the activity, that’s clearly personal. The oft-used example of FDR's incarceration of US citizens of Japanese descent. As disgusting as it was, his actions were legal at the time the event happened. No, he is not prosecutable at the point the law changes.
