This is a suburban project pushed by the MTA.
East Bronx should have had a link using this ROW via the Second Ave SUBWAY extension.
Politics kept getting in the way,stopping the subway project.
East Bronx won't truly benefit from this route because it will lack connectivity to the CITY RAPID transit system..plus they will have to PAY METRO NORTH HIGHER FARES...PLUS PAY CITY TRANSIT FARES TO CONTINUE ANY FURTHER TRAVEL.
NYC TRANSIT RIDERS aren't winning here,but suburban riders are.

The Bronx needs better crosstown trains. This is a good transit investment but the region should embrace polycentric development in the post COVID, WFH era.
