Underwater hull cleaner here. This is true. Depending on the grade of paint, they need to be cleaned anywhere between twice a month to once every 6 months. The paint also sloughs off, barnacle stick is sticky as shit so instead of popping off the barnacle, you're scraping off the paint that the barnacle is attached to. Fun fact. Back in the day, captains would mix capsaicin into the paint to increase the bioside effect.

by the way, the draft, or underwater part of the ship isn't always painted with the red anti-fouling. During the interwar years and ww2, britain used a gray anti fouling on some of their warships like hms hood, prince of wales, etc.

The paint actually comes in 3 different colours, red, black, and blue. Each coat is painted a different colour so you can tell when a coat is failing and how long is left until the metal hull is exposed to the ocean. It makes for easy evaluation of the state of the hull

FYI, It also helps by letting people know if the ship is slowly sinking or not because most ships often have some red above water, and if none is above water, the ship is usually slowly sinking.
