Underwater hull cleaner here. This is true. Depending on the grade of paint, they need to be cleaned anywhere between twice a month to once every 6 months. The paint also sloughs off, barnacle stick is sticky as shit so instead of popping off the barnacle, you're scraping off the paint that the barnacle is attached to.
Fun fact. Back in the day, captains would mix capsaicin into the paint to increase the bioside effect.

The paint actually comes in 3 different colours, red, black, and blue. Each coat is painted a different colour so you can tell when a coat is failing and how long is left until the metal hull is exposed to the ocean. It makes for easy evaluation of the state of the hull
