I always wondered what the relationship between the Grey Knights and the Dark Angels is like? I can imagine the Lion would respect them but Azrael and the Inner Circle probably have a distrustful respect for them. However, it is probably better than the relationship the Space Wolves have with the Knights of Titan.

I think the Terminus Decree will be used when the Emperor is powerful enough in the Warp that he can challenge the Chaos God's. The Terminis Decree will activate and the Transhumans of the Imperium will die, their essence joining the Emperor in the Warp as a pure psychic army to attack the Eye of Terror I'm the Warp and destroy the Chaos Gods.

Fo probably began his own study of the Warp based on the notes he discovered in Malcador's possession. He probably arrived at his conclusion that Chaos can be controlled due in part to his attempts to refine the warp-borne aspect of his virus; he must think Chaos energies, specifically, are needed as an ingredient, but careful control is needed lest the powers of the Warp corrupt the virus itself. Papa Nurgle would certainly love to get his fat, snot-covered hands on it.
As for why the Grey Knights were given control of it, this is probably due to the aforementioned warp-spawned aspect of the virus, and additionally, the virus was tailored to target the Primarchs and their Legions. The Grey Knights are not descended from a Primarch, but from the Emperor, Himself.

Basilio Fo loosing the gambit from his different ideal of future Human Empire to be technologically advanced, reconditioning the forgotten tech trees mechanically to be more advanced and not dependent of biogenetic discipline in scientific discipline trees, while not martially hierarchical and not dependent from The Warp technically could envision Emperor's "Secular Imperium" even better than Emperor's himself, this makes me wonder if Weshammer's theory about Emperor's intentionally (at least by his subconscious Psychic nature) to want Imperium relies on The Warp through many Millennia into the future being his actual gambit to struggle to toe-to-toe against chaos gods.
Said gambit might creating new wider channel for humans to direct their psychic attunement (even including Power of Prayers despite Games Workshop's recent attempts to differentiate it from any other types of Psykers' Warp abilities) to Enthroned Emperor (or at least initially to Magnus prior to compromise to his gambit) while trying to avoiding more Mechanically-advanced AI Tech which Fo's envisioned
This considering that Emperor never talk about DAoT's merits at all despite some of their techs can pretty much saves Imperium from further Warp-dependence while can reduce Psychic-link to negatively feed any chaos god/Chaos Undivided

It is quite interesting that Fo strongly reminds me of Kimbell from Full Metal Alchemist. A complete and utter sociopath with powers and abilities that could very, very easily make him the most powerful being in all of existence, but who has no interest in ruling, winning or conquest and is content to watch whatever his creations will do or do not, just to learn what really happens and where theory will converge from practice.
The fact that he also only is interested in the scientific part and does not at all subscribe to the otherworldly aspects and patrons of the reality of 40k only reinforces that for me.

My favorite description of transwarp drive came from the old FASA Federation Ship Recognition Manual: âThese engines operate by capturing the warp envelope in a transporter field and beaming it ahead of the ship to attain the reported warp speeds.â I still canât figure out how that works but when I was 14 or 15 it sounded awesome.
