List building. I like the idea that your general and even other characters affects your list building possibilities. I think things like rules of 3 and 1 character plus 2 battleline seem good, and can curb spam, but they can get in the way of you building the army you want. On the other hand I do like the old Max 1 rule, which is sometimes removed when you take certain characters.
I think one of the cooler ideas for 10th is the OC value. They could probably do a bit more to develop that idea.

I think you are confusing the Launch box with the Starter box, at least from the way that GW promote them.
Launch box launches the edition and is only available for a limited print run, apart from if the demand forces GW to do a second printing, or printing to order.
Starter box is where new players get an introduction to the game, and GW usually have thme in 3 different sizes and thus price points.

Faction tactics were not balanced in AoS 3, but they needed rebalanced, not removed in favor of having 2 alliance ones. Dropping from 12 tactic (6 generic/6 faction) to 8 generic means there is no leeway for army building. You must bring an army that can consistently complete 4-5 of them so you will see a huge surge in AoS players doing the 40k issue you mentioned where they bring a list of tactic completion units instead of bringing the army they want to bring.
