I believe this is based off the Jurassic park Graphic Novels. there was a similar story involving a carnotaurus in one of them, only it happened in the mainland US.

This was proper dino analog horror. Just the thought of being a farmer and all of a sudden some creature that should be dead starts eating your cattle and all you know of it is its silhoutte and what it leaves behind from the things it kills is terrifying
