The part where it turns in to 'You have not been paying attention' turns on its head everything that you'd expect from the opening song on a Radiohead album, which usually start with (relatively) quiet, atmosphere-setting songs. But 2+2=5 turns in to one of the most 'rock' songs on the album. In the past they'd have probably saved this for song 2 on the album - this song's really their 'Paranoid Android' of the album. By putting it as the first song makes the album refreshingly structured.

George Orwell wrote it in the book 1984.
His protagonist Winston Smith, uses the phrase to wonder if the State might declare "two plus two equals five" as a fact; he ponders whether, if everybody believes in it, does that make it true?
Essentially if everyone tells a lie often enough then everybody will eventually believe that it's true.
