The answer to the last question is simple. Lack of competition. House is a businessman. He knows the power and money that media houses bring along. So why not dominate the scene when there's no one else.

Mr House could just have RNV running for nostalgic reasons. He may enjoy having a prewar radio going the same way he appreciates the old snow globes scattered around. And as for a more strategic usage, having RNV is an excellent way to disseminate info across the Mojave. Additionally, having reporters bring in more info helps House in his endeavors. What's interesting about it however is that Mr New Vegas is unbiased in his reporting. If Mr House wanted to use him as strictly a propaganda talking piece, he could easily do so. Which tells me House either doesn't really care or doesn't have as much control over RNV as we think

Since Mr House is based off of Howard Hughes then making an AI Mr New Vegas dosn't seem too far of a stretch. When Howard Hughes was living in Las Vegas he bought a TV station where he would play RKO films comercial free. The funny thing about this sometimes Hughes may get bored of the movie so he will call up the studio to have them change movies or if he fell asleep, he will order the stuido to rewind the film treating the TV station like his own personel Netflix in 1966
The funny thing about this it was just not Howard Hughes watching but all of Las Vegas and people would complain when movies randomly rewind or abruptly end. So Hughes was literally controlling what the people saw as entertainment to his whims just like how Mr House uses the AI Mr New Vegas to do the same in the post apocalyptic Mojave

Personally i had more questions regarding the Mojave Radio.
Unlike normal radios it just plays music, no commercials, no breaks, no nothing. But somehow it has better range than Black Mountain radio, which is located on the mountain with dedicated radio equipment and relay system.
I don't know about you but i doubt that Lone Wolf radio could pull off something like that.
